China ETS permit prices have broken above the RMB 95 ($14.20) short-term resistance level, while the CCER voluntary offset programme is set to include more project types as new methodologies go to public consultation, according to Carbon Pulse. For buyers and developers, the significance is direct: allowance pricing has moved above a watched technical level, and the potential range of future domestic offset supply is widening, although the methodologies remain drafts.
The Breakout Has a 16 October Closing Reference
Market data for 16 October 2026 put the national market’s opening price at RMB 97.64 a tonne, with a high of RMB 98.00 and a low of RMB 97.00. The close was RMB 97.56 a tonne, up 0.39% from the previous day, according to Mysteel.
Total allowance volume reached 2,015,878 tonnes, with turnover of RMB 195,280,327.80. Listed agreement transactions accounted for 960,414 tonnes and RMB 93,700,278.60, while block agreement transactions accounted for 1,055,464 tonnes and RMB 101,580,049.20.
The wider figures provide scale. From 1 January to 16 October 2026, the market recorded 140,998,246 tonnes of allowance trading and RMB 12,265,265,175.43 of turnover. As of 16 October, cumulative volume stood at 1,005,864,766 tonnes and cumulative turnover at RMB 69,927,883,407.00.
A close above resistance is not, on its own, evidence of a lasting repricing. The available material contains no later closes and does not identify a cause for the move, so the price signal should be read separately from the methodology announcements.
The CCER Pipeline Is Broad Across Fuels, Storage and Waste
The policy development is a consultation, not a final approval. Two notices from the Ministry of Ecology and Environment are dated 15 October 2026 and set a response deadline of 23 October 2026. One seeks comments on six draft methodologies, while the other covers five draft methodologies.
The first group includes agricultural and forestry biomass gasification to methanol and the same agricultural and forestry biomass route coupled with green hydrogen. It also covers two uses of waste oils, producing hydrocarbon-based biodiesel and ester-based biodiesel for fuel use, plus sodium-ion battery storage plants and all-vanadium flow battery storage plants.
The second group covers synthetic ammonia from renewable energy, electrification of mining transport vehicles and pumped storage power stations. It also includes chemical recycling of low-value waste plastics and centralized anaerobic treatment of kitchen waste in biogas projects.
The ministry says the drafts are intended to improve the voluntary greenhouse gas emission reduction methodology system and encourage broader participation by industries and companies. They are also meant to standardize project design, implementation, validation, emissions reduction accounting and verification. The draft texts and preparation notes are available through the ministry’s consultation section.
Draft Methodologies Do Not Yet Represent Offset Supply
For developers, the notices identify concrete project categories that may enter the CCER framework, but they do not establish that any project will qualify or generate credits. Developers can now assess the draft requirements and, if they wish to respond, submit written comments by 23 October 2026. The ministry says government bodies, organizations, enterprises, public institutions and individuals may provide opinions and suggestions.
For buyers, the key distinction is between potential supply and issued offsets. The material provides no expected credit volumes, issuance dates or CCER prices, and it does not say when the methodologies will be finalized. It also does not describe any change to allowance surrender rules.
That limits the near-term procurement conclusion. A broader methodology base could create more project types to assess, but the final accounting and verification provisions will shape which projects proceed. Until those texts and subsequent issuance activity are visible, the consultation should be treated as a pipeline indicator rather than a supply forecast.
What to Watch After the Price Break and Consultation Deadline
The next checks will determine whether the two signals become more consequential:
- Whether subsequent CEA closes remain above RMB 95 and whether trading volume stays strong relative to the 16 October session. One daily close does not confirm a new price range.
- Whether the ministry revises the drafts after consultation and when final methodologies are published. The notices give a comment deadline, not an approval date.
- Whether developers move from the draft activity categories into project design and implementation under final rules. The available material does not provide a project count or expected issuance.
The sources do not establish that the CCER announcements caused the allowance price move. The more defensible reading is that buyers now have an observed CEA price break to monitor and a separate, broader CCER methodology pipeline to evaluate, with very different levels of certainty attached to each.
