The Integrity Council for the Voluntary Carbon Market (ICVCM) has awarded its Core Carbon Principles (CCP) label to two methodologies, one covering forest restoration and one covering the coal transition, according to Carbon Pulse. For buyers and investors, the decision extends the market’s main integrity screen into two categories of supply that had no labelled units before: terrestrial forest restoration and transition credits from the early closure of coal-fired power plants.
VM0052 becomes the first energy transition methodology to carry the CCP label
Verra’s methodology for the early retirement of coal-fired power plants is the first energy transition methodology to receive ICVCM approval as meeting the Core Carbon Principles, Verra said in a statement dated 3 November 2026, according to Verra. The methodology, VM0052 Accelerated Retirement of Coal-fired Power Plants Using a Just Transition, v1.1, can now issue credits carrying the CCP label under the Verified Carbon Standard Program, according to Verra.
The scope is specific. VM0052 applies to projects that quantify the net greenhouse gas emission reductions resulting from the accelerated retirement of financially viable, grid-connected coal-fired power plants, according to the ICVCM. It enables projects to generate transition credits, a new category of credits for the emissions avoided when coal plants close early and are replaced with clean energy facilities, and it requires every project to have a just transition plan for affected workers and communities, according to Verra.
Verra chief executive Mandy Rambharos framed the approval around the scale of the problem. “Coal remains the single largest source of energy-related emissions, and many coal-fired power plants in emerging economies are less than 15 years old, with decades of operating life ahead,” she said, according to Verra. Retiring those plants early requires finance that can compensate for lost revenue, fund replacement clean power and protect the people whose livelihoods depend on the plants, she said, according to Verra. Verra describes the CCP label as the highest benchmark for quality in the carbon markets, according to Verra.
Equitable Earth secures its first CCP approval
The second approval went to Equitable Earth’s M001, the Methodology for Terrestrial Forest Restoration v1.3, which the Integrity Council approved against the CCPs, according to the ICVCM. It is the program’s first methodology to receive CCP approval, according to the ICVCM.
For a smaller crediting program, a first approval carries weight beyond the methodology itself. CCP eligibility is increasingly the reference point buyers use to screen supply, and programs without any approved methodology risk being excluded from procurement policies that require the label.
47 methodologies, an estimated 120.7 million credits
The two decisions extend a growing list. Since taking its first Decisions on Categories in May 2024, the ICVCM Governing Board has approved 47 methodologies as meeting the requirements of its Assessment Framework, according to the ICVCM. To date, an estimated 120.7 million credits have been approved to use the CCP label, according to MSCI data accessed 22 October 2026 and cited by the ICVCM.
The pace of approvals matters for market structure. Each decision widens the pool of credits that can be marketed with the label, and each new category, from forest restoration to coal transition, tests whether buyer demand follows the label into segments that previously had no integrity screen at all.
Implications for buyers and developers
For buyers, labelled supply now extends to two new use cases. Transition credits offer a route to finance early coal retirement with an integrity screen attached, while restoration credits from Equitable Earth give buyers of nature-based supply a newly labelled option. Whether CCP-labelled credits in these categories command a measurable premium over unlabelled units in the same categories remains an open question the market has yet to answer.
For developers, the approvals clarify the path. Coal transition projects now have a labelled methodology under the VCS Program, with the just transition requirement built in, and restoration developers working with Equitable Earth can issue credits carrying the label for the first time.
What to watch
The first checkpoint is project-level uptake: which coal retirement projects register under VM0052, in which countries, and how quickly the first CCP-labelled transition credits reach issuance. The second is pricing, specifically whether the label produces a visible spread against unlabelled credits in the same categories as the pool of approved credits, already an estimated 120.7 million, keeps growing.
