CO2OL Tropical Mix
Score Breakdown
Integrity
verified Additionality confirmed by the VVB (verification report, 2023-09-25).
missing Reversal treatment unclear: reversal events listed as not addressed in the monitoring report and corrective actions remain outstanding (monitoring report 2020-10-14; verification report corrective actions).
Transparency
verified Named VVB (Carbon Check India) and recent monitoring period reported (monitoring report, 2024-05-08 — 2024-11-15).
missing Large inconsistency between claimed and verified emission reductions (claimed 1,182,348 t vs verified 875,421 t) and many document contradictions; extraction confidence is low.
Claim Safety
missing Project is CORSIA-eligible (monitoring report, 2024-05-08), increasing double-claim risk.
missing FNRB value changed (0.843 in 2024 monitoring report vs 1.0 in 2023); this variance and discrepancies in ERR figures raise over‑crediting risk.
Documentation
verified Many documents used (n=43) including PDD, verification and monitoring reports; VVB named.
missing Minimum extraction confidence is low and there are numerous contradictions across documents, plus outstanding corrective actions and material findings.
Detailed Analysis
Integrity
The verification report confirms additionality via an investment test (verification report, 2023-09-25) and a 20% buffer pool is documented (verification report, 2016-09-01). However, reversal events are described as not addressed in the monitoring report (2020-10-14) and the project shows multiple material findings and corrective actions still required, which weakens permanence and baseline confidence. Leakage is recorded as a 0% deduction but justified as quantified in the verification report (2023-09-25); earlier monitoring material used a different justification, reducing reliability. Given the sizable mismatch between claimed and verified ERRs and outstanding corrective actions, integrity is moderate but impaired.
Transparency
A named VVB and a recent monitoring period are present, and many documents were extracted (n=43). Nonetheless, transparency is undermined by a large discrepancy between total ERR claimed and verified (1,182,348 t claimed vs 875,421 t verified) and multiple contradictions across source documents. The minimum extraction confidence is low, meaning at least one key document was poorly readable — this should lower confidence in reported numbers and the monitoring narrative.
Claim Safety
CORSIA eligibility is reported as true in the latest monitoring report (2024-05-08), which raises double-claim risk if CCP status or retirements are not clearly managed. The FNRB changed from 1.0 (2023) to 0.843 (2024 monitoring report), and verified ERR figures differ substantially from earlier claims, increasing the risk of over‑crediting. Leakage has a quantified justification and a 0% deduction, which is acceptable if the quantification is robust, but contradictions about leakage treatment across documents reduce confidence.
Documentation
The record includes PDD, verification and monitoring reports and names the VVB (Carbon Check India). However, extraction confidence is low and documents contain multiple contradictions and outstanding corrective actions; several material findings are listed in the verification report and some templates were not up to date. Documentation is therefore present but incomplete and partially unreliable.
Overall
I privileged the more recent and higher‑quality documents when contradictions were present, favoring verification and monitoring reports dated 2023–2024 over older or unknown sources. Specific contradictions and how they were resolved: (1) grievance mechanism — privileged verification report true (verification_report 2020-04-10) because the verification report explicitly documents grievance arrangements; (2) additionality test type — privileged the PDD stating investment (pdd 2023-06-29) over a later unknown 'combined' entry because the PDD is the primary project design document and dated; (3) leakage justification — privileged quantified (verification_report 2023-09-25) over earlier deemed negligible (monitoring_report 2020-10-14) because the verification assessment updated the treatment; (4) safeguards_mentioned — privileged verification report true (verification_report 2023-09-25) as it explicitly documents safeguards including FPIC; (5) CORSIA eligibility — privileged the latest monitoring report true (monitoring_report 2024-05-08) over an adjacent-day unknown source; (6) benefit sharing — privileged verification report true (verification_report 2020-04-10) as it documents benefit sharing; (7) FPIC — privileged verification report true (verification_report 2020-04-10) reporting FPIC conducted; (8) reversal_events — this is conflicted: monitoring report entries both say not addressed and reported (monitoring_report 2020-10-14); I treat this as unresolved and therefore downgrade permanence; (9) FNRB value — privileged the latest monitoring report value 0.843 (monitoring_report 2024-05-08) as more recent than the 2023 figure; (10) total_err_verified — privileged the most recent reported verified number 875,421 (unknown doc 2024-05-14) but note earlier lower figures exist, indicating instability in verified totals; (11) buffer_pool_pct — privileged the verification report 20% (verification_report 2016-09-01) over an older 30% entry because the verification report is the authoritative assessment of buffer requirements; (12) crediting_period — privileged the monitoring report period 2021–2026 (monitoring_report 2024-05-08) as the most recent operational period. These contradictions — many between documents of different dates and unknown provenance — reduce confidence. Because extraction confidence is low and multiple material discrepancies remain despite corrective actions, the overall score is moderate-low.
Audit Analysis
The project shows some core integrity elements: an investment additionality test confirmed by the VVB, a documented buffer pool (20%), and quantified leakage justification. However, substantial discrepancies between claimed and verified emission reductions, outstanding corrective actions, unresolved reversal reporting, and many contradictory entries across documents reduce confidence and raise material risk of over‑crediting.
Project Description
This project is located in Panama and is spread over a large area in the provinces of Panama, Darien, Veraguas, Chiriqui and Bocas del Toro. The project is a reforestation project planting native trees and some teak trees. It is a Gold Standard project for the Global Goals, and so not only saves carbon, but also contributes to alleviating poverty, providing decent work and economic growth, encouraging responsible consumption and production, supporting climate action, and protecting life on land. On the project areas of CO2OL Tropical Mix, formerly fallow and degraded pasture land is reforested with mostly native tree species and turned into mixed forests. Parts of the areas are used for the fair production of organic cocoa. Due to its sustainable management, the project combines environmentally friendly timber and cocoa production with biodiversity protection and ecosystem restoration. The trees are planted on land that was previously grassland, and the project will be independently verified every 5 years to check on progress and growth, as well as issue carbon credits.
Red Flags
- Large discrepancy between total ERR claimed (1,182,348 t) and total ERR verified (875,421 t).
- Contradictions across source documents (additionality test type, FNRTB/FNRB, buffer %, CORSIA eligibility) indicating data reliability issues.
- Reversal events described as not addressed despite monitoring records mentioning reported reversals; corrective actions remain outstanding.
